A round table discussion was organized by Chintan Research Foundation (CRF) in collaboration with the Centre for People-Centric Energy Transition, Ashoka University on 20th<\/sup> February,2026 at Ashoka hotel, New Delhi.<\/p>

The focus was on role of coal in the country\u2019s energy need for development and achieving milestone of Viksit Bharat by 20478 in the light of global push for clean energy. The CRF has visualized the model with following assumptions.<\/p>

  1. GDP growth bis 7% per year<\/li>
  2. Share of industry grows to 34.5%<\/li>
  3. Efficiency of generation improves<\/li>
  4. Share of renewable energy in generation increases gradually to 2047<\/li><\/ol>

    Based on above assumption, the total electricity demand is projected to grow from 1700 BU during 2024 \u2013 25 to:<\/p>

    4160 BU by 2035<\/strong><\/p>

    8515 BU by 2047<\/strong><\/p>

    The study shows the pivotal role of coal in power generation for long term. The main objectives of the round table were:<\/p>

    • To understand and assess the benefit cost implications of a clean coal transition pathway for Viksit Bharat<\/li>
    • To assess the scope, technology, feasibility and implications of coal gasification for India including CCUS integration<\/li>
    • To discuss policy framework and infrastructure requirement for a coal gasification-based NetZero economy<\/li><\/ul>

      The meeting was coordinated by shri Shishir Priyadarshi, President CRF and Dr Debajit Palit, Head of the CRF Centre. The meeting was inaugurated by Dr A K Jain, Chairman of the Petroleum & Natural Gas Regulatory Board (PNGRB) and former secretary of coal who delivered a key note address. The meeting was attended by about 35 participants from the industry including Coal Gasifiers Association of India, JSPL, Adani, Coal India, NTPC, New Era Cleantech, technology providers, TERI etc.<\/p>

      The main points of discussion were following:<\/p>

      1. Shri A K Jain pointed out that early efforts of collaboration with international companies like Sasol or efforts of Tata group were not successful and the initiatives in coal gasification suffered due the set back of cancellation of coal blocks. He further shared that:
        1. Participation of private sector is essential for the success of this sector.<\/li>
        2. While government has shown positive approach, a commitment from user industries is expected for products like SNR, DME etc. which have significant demand in the country.<\/li><\/ol><\/li><\/ol>
          1. Policy on demand side needs to be developed with visible buyers<\/li><\/ol>
            1. He suggested that DRI process need to be pushed and we should try to move away from blast furnace<\/li><\/ol>
              1. There is a need to integrate CCUS with coal gasification<\/li><\/ol>
                1. There is a need to have a composite gas policy covering all types of gasses \u2013 natural gas, CBG, LNG as also Syngas.<\/li><\/ol>
                  1. A K Balyan, Secretary General of CGAI made his address after the chief guest and made a number of suggestions including following main observations.
                    1. CGAI is aware of the great potential of gasification technology and is making all efforts to make it a success in the country.<\/li>
                    2. Coal is expected to play an important and long-term role in the energy sector of the country.<\/li>
                    3. Companies in the field of gasification particularly the private sector are aware of the globally available suitable technologies for their coals and can easily take decision, however, the commercial conditions of projects and financial incentives are important for such sunrise sector which requires major investments upfront.<\/li>
                    4. Commitments for offtake of products till a project becomes sustainable is a major factor for success of projects.<\/li>
                    5. Waiver of any restriction for import of equipment, technology expertise, no customs duty is essential for the success of this sector.<\/li>
                    6. Review of the boundary conditions of a gasification project is utmost important. Calculation of normative quantity of coal required for a project of a definitive capacity should take all essential components \/ units of the plant till production of pure syngas.<\/li>
                    7. Integration of CCUS with gasification should be promoted and incentivized as also other modern technologies like electrolysis.<\/li>
                    8. Creation of clusters for such projects with secondary and tertiary user industries and appropriate infrastructure.<\/li>
                    9. Developing talent with requisite degrees, diploma, technicians need to be taken on priority<\/li><\/ol><\/li>
                    10. Shri Shashwattam of NETRA, NTPC made their brief presentation on their R&D work on long term power generation initiatives.<\/li>
                    11. Shri Peeyush Kumar shared the initiatives of BCPCL, subsidiary of Coal India on the gasification projects. He shared that the tenders are already invited for their projects and hoping to get good response.<\/li><\/ol>
                      1. The Participants from Adani, Teri shared their plans on gasification. Shri Neeraj Sethi of China Industry said that the best gasification technologies from China are available for the industry \/ entrepreneurs to make use of it with technology guarantee for success for Indian coals.<\/li>
                      2. Shri Balasaheb Darade shared the plans of New Era Cleantech taking shape near Nagpur, Maharashtra. He also shared that he has land parcel available for any other project for setting up gasification project. He shared that technology is not a problem. The financial incentive scheme implementation needs review.<\/li>
                      3. Shri Neeraj Gulati shared that his Chinese principal company has complete coal gasification technology available for any Indian company. A large number of big capacity plants are operating in China based on their technology.<\/li>
                      4. JSL representative shared that their plant is working well based on Lurgi technology and they are working on expansion. He shared that a level playing field of policy implementation should be there and all policies should be applicable to all projects implemented earlier or later.<\/li>
                      5. Other participants also briefly shared points on the above issues.<\/li>
                      6. Dr Debojit Palit, moderator of the meeting said that all points raised by the participants have been noted. CRF will seek further details from the participants if required. They will be collating all issues analyze them and submit their recommendations to the government soon may be in about one months\u2019 time.<\/li>
